Dubai has been named the world’s second-most intelligent city, finishing ahead of New York City, Washington and Amsterdam in Boston Consulting Group’s inaugural Intelligent Cities Index.
Only London ranked higher in the assessment, which examined how 61 major cities use artificial intelligence, data, digital infrastructure and government strategy to improve life for residents and businesses. Dubai was also one of only five cities placed in the highest “leading” maturity category.
The index measured cities across five areas: outcomes, strategy, technology adoption, ways of working and enablers. These categories were designed to evaluate not only whether a city has sophisticated technology, but whether residents actually use it and whether the government has the talent, funding and systems needed to expand it.
Dubai’s strongest performance came from the adoption of smart city applications and AI-powered services. BCG identified the city as one of the world’s leading adopters of urban technology, alongside places including Mumbai, Manchester and Boston.

Dubai has introduced a large number of digital services across government, transportation, business licensing and other areas of everyday urban life. Residents frequently use these platforms and report high levels of satisfaction, creating what BCG describes as a positive cycle.

Abu Dhabi also performed strongly, ranking 20th overall and entering the “accelerating” maturity category. It placed among the global top 10 for intelligent city enablers, including infrastructure, funding, technology ecosystems and skilled workers.
The top five cities were London, Dubai, New York City, Washington and Amsterdam. None led every category, showing that there is no single model for becoming an intelligent city.
BCG categorized Dubai as a “balanced builder” because it performed consistently across strategy, adoption, working methods and supporting infrastructure. The report also warned that technology alone is not enough. Long-term leadership depends on understanding residents’ needs, expanding successful AI services and continuing to invest in governance and talent.
Dubai’s second-place ranking therefore reflects more than a collection of futuristic projects. It shows how deeply digital technology has become integrated into the city’s daily operations and global identity.
