Key Notes
- A national rail strike is scheduled from 21:00 on November 20 until 20:00 on November 21.
- A four-hour national ENAV strike on November 21 overlaps with the rail walkout.
- Local transport strikes are also scheduled in Milan, Venice, Bari and Naples earlier in November.
Italy faces a series of November transport strikes, with overlapping rail and aviation walkouts making November 20–22 the key dates for travelers to watch. Earlier stoppages are also planned in Milan, Venice, Bari and Naples, potentially complicating journeys between hotels, stations and airports.
The announced actions cover different employers and services, rather than one continuous shutdown. Italy’s transport ministry strike calendar, checked on October 22, lists the scheduled dates and hours below. All times are local, and the calendar can change before a strike takes place.
The Main November Strike Dates
- November 6: ENAV air traffic control staff at Bari airport plan a four-hour strike, from 13:00 to 17:00.
- November 20: CGIL has called a national general strike covering public and private sectors; travelers should check the eventual arrangements for each operator.
- November 20–21: A separate national rail strike called by CUB Trasporti and SGB Ferrovie is scheduled from 21:00 on Friday until 20:00 on Saturday.
- November 21: A national ENAV staff strike is scheduled from 13:00 to 17:00, overlapping with the rail action.
- November 22: A 24-hour ENAV staff strike is listed at Milan Malpensa, alongside a separate 24-hour walkout by Sicuritalia IVRI security staff at Venice Marco Polo.
That overlap matters if a rail journey forms part of a flight itinerary. Switching from a train to a plane on November 21 may still leave a traveler exposed to another stoppage, while a scheduled flight does not settle how to reach the airport.
Local Transport Strikes Come Earlier
On November 13, 24-hour actions are listed for Milan’s ATM group and Venice-area bus operator ATVO. Bari’s AMTAB has a 24-hour strike scheduled for November 14, followed by a four-hour ANM stoppage in Naples on November 16, from 11:00 to 15:00.
Some local transport operators connected with railway companies are also included in the November 21 action. Check the company running the actual route, including an airport bus, rather than assuming that every service in a city follows the same timetable. Detailed local service arrangements should be checked closer to departure.
Which Trains and Flights Are Guaranteed?
Trenitalia publishes guaranteed trains for strike days, including specific long-distance services and regional lists. Its general weekday regional-service protection covers essential trains from 06:00 to 09:00 and 18:00 to 21:00. These are minimum-service arrangements, so the individual train number still matters.
A train already underway when a strike begins normally reaches its destination if it can do so within an hour; otherwise, it may stop earlier. For Italo or another rail operator, consult that company’s own service notices rather than applying Trenitalia’s list to every ticket.
For air travel, ENAC’s service protections include flights scheduled to depart between 07:00 and 10:00 and between 18:00 and 21:00, with additional essential-service provisions. Airport security has separate arrangements, making the Venice notice particularly important to check with the airport and airline.
How to Plan Around the Disruption
Before changing a booking, check whether your actual service is affected and what alternatives the operator offers. Keep extra time between separately booked transport, and look at airport access as well as the flight itself. A later departure may help with one strike while creating a problem with another.
As we reported when Italy postponed airport strikes around the Winter Olympics, announced dates can move. Recheck the ministry calendar and your transport provider shortly before travel; our airport strikes coverage also tracks disruption affecting European journeys.
