The permit will cover the United Arab Emirates, Saudi Arabia, Bahrain, Qatar, Oman and Kuwait. The GCC has been working toward a more integrated regional travel system for several years, with tourism ministers unanimously backing the unified visa in October 2023 and interior ministers approving it the following month.
The GCC Grand Tours Visa was later confirmed as approved, but implementation remained pending while interior ministries and other authorities worked through the operational details. Albudaiwi’s latest comments suggest that process is advancing, although officials have still not announced an exact launch date.
One Visa for Six Gulf Countries
The biggest change for travelers would be the ability to build multi-country Gulf itineraries around a single permit. A visitor could potentially combine Dubai or Abu Dhabi with destinations in Saudi Arabia, Oman, Qatar, Bahrain or Kuwait without going through a separate visa application for every stop.

The comparison with Europe’s Schengen Area is useful as a broad model, but the GCC visa will have its own conditions. Its purpose is to simplify entry for foreign tourists across the member states, not necessarily to replicate every aspect of Schengen travel.
Part of a Wider Push for Seamless Gulf Travel
The visa is one part of a wider effort to reduce friction at Gulf borders. The UAE and Bahrain launched a one-point air travel pilot in February 2026 that lets GCC citizens complete travel procedures before departure, using electronic connectivity, biometric verification and e-gates.
That one-stop travel system is separate from the Grand Tours Visa. The airport initiative is aimed at GCC citizens, while the unified tourist permit is intended for foreign visitors. Together, however, they show how the region is building more connected travel infrastructure.
The GCC has also developed a customs union, common market and wider transport and logistics projects as its six economies become more closely linked. Tourism is increasingly central to that integration as Saudi Arabia, the UAE, Qatar, Oman, Bahrain and Kuwait invest in hotels, attractions, aviation and major events.
For travelers, the latest announcement is significant because the visa now appears closer to implementation than at earlier stages of the project. But “soon” is not a launch date.
