Sarajevo has been named Europe’s best-value city break for 2026, according to the latest Post Office City Costs Barometer, as travelers continue to look for affordable short trips amid high flight prices and rising travel costs. The capital of Bosnia and Herzegovina topped this year’s ranking with a total barometer cost of £248.27 for two people.

The annual report compares short-break costs across European cities, looking beyond airfare to the expenses travelers face once they arrive. The 2026 edition measured typical tourist costs including two nights of three-star accommodation, meals, drinks, airport transfers, local transport and major cultural attractions.

The results show that Eastern and Central Europe remain the strongest regions for budget-conscious city breaks. Sarajevo, Bucharest, Tirana and Belgrade all rank near the top, while Lille and Strasbourg stand out as Western European cities offering comparatively strong value. The report also underlines how much accommodation prices can shape the final cost of a weekend trip.

Europe’s Cheapest City Breaks for 2026

The 10 cheapest city breaks in Europe are:

  1. Sarajevo: £248.27
  2. Bucharest: £258.07
  3. Tirana: £262.85
  4. Belgrade: £265.13
  5. Trenčín: £271.64
  6. Riga: £278.19
  7. Lille: £289.33
  8. Vilnius: £289.39
  9. Strasbourg: £319.13
  10. Podgorica: £332.45

Sarajevo’s appeal is not only price. The city offers a compact historic center, Ottoman and Austro-Hungarian architecture, markets, museums, café culture and a layered cultural identity shaped by its position between East and West. Its low total cost is helped by affordable accommodation, public transport and attractions, making it especially attractive for travelers who want to explore without constantly watching their budget.

Bucharest remains another strong choice for value, combining wide boulevards, parks, historic districts, cafés and nightlife at relatively modest prices. Tirana benefits from low accommodation costs and Albania’s growing appeal among European travelers. Belgrade offers riverside walks, food and nightlife, while Trenčín provides a quieter, smaller-city alternative with especially low everyday costs. Lille and Strasbourg are also notable because they give travelers Western European city-break options without the price levels seen in many larger capitals.

Europe’s Most Expensive City Breaks for 2026

The 10 most expensive city breaks in Europe are:

  1. Oslo: £734
  2. Copenhagen: £671
  3. Edinburgh: £668
  4. Geneva: £644
  5. Barcelona: £641
  6. Dublin: £611
  7. Amsterdam: £609
  8. Cork: £602
  9. Venice: £580
  10. Madrid: £580

Oslo sits at the top of the expensive list, reflecting high costs for accommodation, food and everyday visitor spending. Copenhagen follows closely, while Edinburgh, Geneva and Barcelona show how strong tourism demand and higher hotel prices can quickly raise the total cost of a short break.

The ranking does not mean these destinations are less attractive. Cities such as Amsterdam, Venice, Madrid and Barcelona remain major draws for culture, food, architecture and events. But the numbers show that travelers planning a budget-conscious trip may need to be more selective about accommodation, restaurants and paid attractions in these markets.

For travelers, the main lesson is that value depends on what happens after arrival. A cheap flight can be offset by expensive hotels, meals and local transport, while a slightly more expensive ticket to a lower-cost city may still produce a cheaper overall trip.

In 2026, Europe’s best-value city breaks are increasingly found beyond the most familiar capitals, rewarding travelers who are willing to look east, explore smaller cities and compare daily costs before booking.
