After meeting the required timeframe, visa holders can apply for permanent residency through a separate Business Investor Resident Visa.
To qualify, applicants must meet several financial and business criteria. They must show at least NZD $500,000 in personal funds to support themselves and their families and demonstrate legitimate business experience. The government defines this as owning a company with at least NZD $1 million in annual revenue or employing five or more full-time workers.
Investments must be made into companies operating for at least five years, and certain sectors are prohibited, including gambling operations, fast-food franchises, and tobacco-related businesses. Once approved, visa holders are expected to play an active role in the business and create at least one new full-time job for a New Zealand citizen or resident.
The visa remains valid for up to four years across two stages: a 12-month establishment period followed by three years of business operation and growth. Failure to meet required milestones, including proving business purchase and activity within the first nine months, results in visa expiration.

New Zealand already offers the Active Investor Plus Visa, a long-standing golden visa pathway requiring significantly higher investment thresholds – NZD $5 million for higher-risk options or NZD $10 million for lower-risk options.

Advisors say the new Business Investor Work Visa will likely attract even more interest due to its lower investment minimums and faster route to residency.
